One of the far-reaching changes in the past century is the rapid growth of international organizations. International organizations are instruments for institutionalized co-operation among states; however, they also generate growing risks to other actors in the international system. The increased activity of international organizations may lead, naturally, to an infringement of the rights of others and the infliction of damage upon them. In such cases the question arises of which legal principles apply to the relations between the wrongdoer organization and the victims of its activity. This is the realm of responsibility of international organizations.

Virtually every important question of public policy today involves an international organization. From trade to intellectual property to health policy and beyond, governments interact with international organizations in almost everything they do. Increasingly, individual citizens are directly affected by the work of international organizations. Aimed at academics, students, practitioners, and lawyers, this book gives a comprehensive overview of the world of international organizations today. It emphasizes both the practical aspects of their organization and operation, and the conceptual issues that arise at the junctures between nation-states and international authority, and between law and politics. While the focus is on inter-governmental organizations, the book also encompasses non-governmental organizations and public policy networks. With essays by the leading scholars and practitioners, the book first considers the main international organizations and the kinds of problems they address. This includes chapters on the organizations that relate to trade, humanitarian aid, peace operations, and more, as well as chapters on the history of international organizations. The book then looks at the constituent parts and internal functioning of international organizations. This addresses the internal management of the organization, and includes chapters on the distribution of decision-making power within the organizations, the structure of their assemblies, the role of Secretaries-General and other heads, budgets and finance, and other elements of complex bureaucracies at the international level. This book is essential reading for scholars, practitioners, and students alike.

International Organization in the Age of Globalization examines how the relentless process of globalization has affected the world's international organizations. Taylor primarily focuses on the United Nations and the wider UN system, but he also examines the involvement of the WTO, the World Bank and regional organizations such as the EU, ASEAN, ASEM, NAFTA, and MERCOSUR in these processes. This wide ranging study concentrates on three key areas--the maintenance of peace and security, the management of economic and social activity, and the protection of individual welfare--which provide illustrations of the changing relationship between international organizations and individual states, a central interaction in global organization.Clearly and provocatively written, this book will be essential for anyone interested in processes of globalization. Students and researchers in international relations, politics, economics and sociology will benefit from the author's insights into the changing nature of international organization in the twenty-first century.

In this book, Randall Germain explores the international organization of credit in a changing world economy. At the centre of his analysis is the construction of successive international organisations of credit, built around principal financial centres (PFCs) and constituted by overlapping networks of credit institutions, mainly investment, commercial, and central banks. A critical historical approach to international political economy (IPE) allows Germain to stress both the multiple roles of finance within the world economy, and the centrality of financial practices and networks for the construction of monetary order. He argues that the private global credit system which replaced Bretton Woods is anchored unevenly across the world's three principal financial centres: New York, London, and Tokyo. This balance of power is irrevocably fragmented with respect to relations between states, and highly ambiguous in terms of how power is exercised between public authorities and private financial institutions.

?Zweifel?s persuasive and highly relevant book is a significant contribution to the literature on IO governance.? ?Edward McMahon, University of VermontDo international organizations represent the interests of the global citizenry? Or are they merely vehicles for the agendas of powerful nations and special interests? Thomas Zweifel explores this increasingly contentious issue, deftly blending history, theory, and case studies.Zweifel?s analysis covers both regional organizations (e.g., the EU, NAFTA, NATO, the AU) and such global institutions as the United Nations, the World Bank, and the World Trade Organization. With international organizations becoming perhaps the most appropriate?if not the only?forum for tackling myriad transnational challenges, his systematic study of how these organizations function is central to the study of both international relations and democracy in the 21st century.Thomas D. Zweifel, CEO of the Swiss Consulting Group, is also adjunct professor at Columbia University?s School of International and Public Affairs. Previously, he served as director of global operations for the Hunger Project.Contents: The Democratic Deficit of International Organizations. An Approach to Transnational Democracy. Since 1945 there has been a tremendous growth in the number of international organizations, leading to the development of a body of law regulating the relationship between the organizations and their host states. "International Organizations and their Host States" examines the relationship from a practical perspective. Before examining the legal status, privileges and immunities that have commonly been granted to international organizations, the diverse sources where the law can be found are brought together in a new concept: the "host arrangement," This concept forms an anchor for the examination of the following aspects of the legal relationship: the legal personality of the organization, the status of its seat, the inviolability of its premises, assets and archives, its jurisdictional immunity, its communications privileges, and its fiscal, customs and financial privileges. In conclusion, the legal concepts underlying the relationship between international organizations and their host states are analyzed and suggestions are made on improving the coherency of the law.

In this thoughtful & meticulously researched book, Professor Blum makes a major contribution to the exposure of an important aspect of UN practice. He adds to his academic analysis the insight provided by his years as his country's Ambassador at the UN, & provides the reader with a fascinating & well-written argument. The book reflects events & developments that took place prior to the summer of 1990, during the period marked by global confrontation between the two major power blocs of those days. That confrontation found one of its strongest expressions in the United Nations, & was largely responsible for the deterioration of the legal-constitutional climate within the UN. With the end of that confrontation, as a result of the collapse of the former Soviet bloc & the disintegration of the Soviet Union itself, a new climate of parliamentary cooperation within the United Nations has come about. Consequently, there would now appear to exist a real prospect - perhaps for the first time since the establishment of the Organization - for a reconsideration of at least some of the practices that developed over the years within the cold war context, & which constitute a departure from the legal-constitutional requirements laid down by the Charter. It is in this spirit this book is offered to the reader's attention.

Each chapter shows how international organizations work in practice and the interactions between them and their member states. This text provides a comprehensive understanding of what international organizations do, how and why they do it, and the challenges they face.
