Dazu führte Regisseur Morris mehr als zwanzig Interviewstunden mit McNamara, die er schließlich zu einem zweistündigen Film verarbeitete. Ebenfalls wurden zahlreiche Archivfotos, Aufnahmen und Tonbandmitschnitte aus dem weißen Haus eingespielt, welche stellenweise zum ersten Mal der Öffentlichkeit zugänglich gemacht wurden. „The Fog of War“ beleuchtet McNamaras Leben, angefangen bei seinem Universitätsabschluss, von seiner Zeit im Zweiten Weltkrieg, der kurzen Präsidentschaft über den Ford-Konzern (er war der erste Präsident von Ford, der nicht Mitglied der namensgebenden Familie war) und im Schwerpunkt seine Involvierung in die Kubakrise sowie dem Vietnamkrieg. Nur am Rande wird seine abschließende Tätigkeit bei der Weltbank angesprochen, die bis in das Jahr 1981 währte. Robert McNamara antwortete erstaunlich offenherzig in dieser Diskussion und gestattete damit einen fast schon intimen Einblick in sein Seelenleben und seine politischen Ansichten.
