Excerpt: ... THE ELECTION OF MINISTERS IN THE PRIMITITE CHUHOH. JESUS CHRIST gave to His Apostles the power of appointing Bishops to succeed them in the different churches. Priests and other ministers in the Church, although they receive the Sacrament of Orders instituted by our Lord, cannot properly be called the successors of the Apostles. This difference naturally suggests an inquiry into the usage and discipline of the Church regarding the election of Bishops. vv"hat was this usage, this discipline? To answer the question we must return to certain canons to be found in the Decretum Gratiani, which reads as follows: "Sacerdotum est electio, et fidelis populi consensus adhibendus est quia docendus est populus, non sequendus. Eorum te voluntates oportet, convocatis clericis, in communi perscrutari... Episcopi per electionem cleri et populi de propria Dioecesi eligantur... Hoc nomen (electio) proprie et improprie sumitur hie cum illis genetivis, cleri et populi... Nullus laicorum Principum, vel Potentum semet inserat electioni, aut promotioui Patriarchae Metropolitani, aut cujuslibet Episcopi, ne videlicet inordinata et incongrua fiat electio... Universalis Synodus definivit... neminem et laicorum Principum, vel Poteu. tum semet inserere electioni, vel promotioni Patriarchae, vel Metropolitani, vel cujuslibet Episcopi... Non est permittendum turbis electionem eorum facere, qui sunt ad sacerdotium promovendi... Omnis electio Episcopi, vel Presbyteri, vel Diaconi a Principibus facta irrita maneat... In the earliest staff nota tion codices Of German origin we find a frequent use of the minor third a - c, where codices of other countries have the second a - b-flat or a - b. Wagner has no doubt that the ver sion of the non - German codices is the original, but thinks that the change is older than the Oldest staff notation mss. He is of opinion that the reason for the change is to be found in the difficulty that attaches to the semitone. Rie mann, in the work quoted above, sees in these things rem nants of the pentatonic scale, of which traces are to b found in many other phrases Of plainchant, such as the in tonation of the per omnia before the Preface.
