For better or worse, California appears as a sort of preview of the European society of the future: the land of the Western World with the greatest immigration and population growth, with enormous cities which in the textbooks of your childhood were hardly even mentioned, e.g. Los Angeles, or were not mentioned at all, as in the case of San Diego and San Jose, a considerable urban development which has taken place almost overnight.

What are the key elements of mass higher education? How does mass higher education affect students and staff? What are the policy, pedagogic and management issues that need to be addressed? More is now expected of higher education provision. It has to meet demands for expansion, excellence, diversity and equity in access and assessment, teaching and research, as well as entrepreneurial engagement with the world outside. Thirty years ago, Martin Trow wrote of higher education systems moving from elite provision through a mass system to universal levels of access. The UK is now approaching such universal levels; Scotland has already reached them. It is nearly fifteen years since Trow's mass threshold was reached. Despite being on the brink of universal provision, there is still no clear picture of what a mass system should look like. This collection looks forward to the next decade of higher education, and identifies strategic issues that need to be tackled at institutional and management levels. It considers how far the higher education system has adapted to respond to the requirements of a mass and universal system, rather than struggling to sustain an elite system with mass participation. This book discusses mass higher education development in East Asian countries by means of three main issues: the strategy for higher education development; the way professors and students in the region are experiencing the rapid developments; and the challenges imposed by mass higher education. These challenges include the quality of education as well as structural changes in the rapidly developing systems, funding sources for supporting mass higher education, and job markets for college graduates. Part I discusses how the East Asian countries have accomplished or are in the process of accomplishing the rapid development of higher education. Japan, Korea, China, Taiwan, Malaysia, Singapore, and Hong Kong serve as case studies of mass higher education in the region. The case studies introduce and discuss national strategies to develop higher education, funding sources and mechanisms, and initiatives to assure quality of education in a period of rapid growth. Part II and Part III of the book focus on the phenomena of mass higher education in the region and the influence on academia. Mass higher education changes professors and students, who are different from those in elite higher education. Part III further discusses the challenges posed to Asian mass higher education. The Comparative and International Education Society Higher Education (HESIG) has awarded Mass Higher Education Development in East Asia the Higher Education SIG Best Book Award 2015.

As clocks struck midnight on the 31st December 2009 announcing the dawn of a new decade, amidst the jubilation of a new beginning we paused momentarily to re?ect on the decade that had just past. It was a dif?cult era for many people and organisations. Many were affected by war, terrorism, famine, ?re and tsunamis. First-world citizens enjoyed opportunities to relax in a technologically driven n- vana. People on streets, trains and planes from London, Tokyo to New York sported the white ear buds of iPhones as de rigueur adornments. The pace and intensity of our lives now seems to run at warp speed, we rush from appointment to appoi- ment swigging vitamin-enhanced mineral water obsessing about ?uctuations in our body mass index and the Dow Jones index in equal measure. Yet as individuals we can choose to accept or reject some of these changes. Those with suf?cient ma- rial resources can cocoon themselves in high-security fortress homes or relocate to safer, more tranquil environs, or even redesign themselves with the aid of Botox and a skilled plastic surgeon. Yet some organisations do not have the luxury of volition, they cannot choose whether to accept or reject the affects of environmental changes. A type of organisation that has found itself situated in environments that are increasingly complex and turbulent are academic units (departments, schools and faculties) in many publicly funded universities around the globe.

In place of a distributive justice perspective which focuses simply on equal access to universities, this book presents a broader understanding of the relationship between Chinese higher education and economic and social change. This book is the first of several with the results of a collaborative European project supported by the European Science Foundation on changes in the academic profession in Europe (EUROAC). It provides a short description of the ESF EUROHESC programme and the particular forms of international collaborative research projects which are funded under the umbrella of this programme. It then outlines the EUROAC project. This project has chosen three foci (governance, professionalisation, academic careers) to analyse changes in the work of the academic profession. The first results in the form of in-depth literature reviews constitute the content of the book. These eight literature reviews about the state of the art of existing research feature the various dimensions of the overall theme. A particular emphasis is put on factors leading to changes in the work tasks of the academic profession in Europe and how the academic profession is coping with these new challenges. This book examines governance reforms in higher education in six European countries: Austria, Denmark, Finland, France, the Netherlands, and Portugal. It focuses in particular on the governance of the systems and institutions in these countries. The book shows that each of the national reform processes has been characterised by its own specific pathways embedded in the country’s specific socio-economic contexts and cultures, but also has a number of features in common with the other countries and processes. The first chapter of the book presents a conceptual framework to analyse the reform processes as an ’implementation game’ played by several actors with diverse interests. The second chapter describes the national reform processes of the six selected countries, giving a voice to the individual university rectors and officials who played an important role during the reform processes. Their stories constitute a vivid narrative of the government drivers of reform and of the rationales of the institutions as main partners in the reform processes. These narratives are analysed, complemented by, and contrasted with a review of the literature on the subject in the third chapter. The final chapter consist of concluding remarks and lessons learned.
