Philosophically, there is a book which was a tremendous experience for me: Eino Kaila's hychology of the Person ality _ His thesis that man lives strictly according to his needs - negative and positive - was shattering to me, but terribly true. And I built on this ground. Ingmar Bergman J 1. This introductory essay is neither intended to be a full presentation nor to be a critical evaluation of the contributions to philosophy made by Eino Kaila. Kaila's work will speak to the reader through the four papers here published in English translation from the German. They belong in the tra dition of the Vienna Circle and of logical empiricism. They cover, however, only one period or sector of Kaila's rich and varied life-work. This is the sector best integrated into the mainstream of contemporary philosophic thinking. The primary aim of this essay is to portray an impressive intellectual personality and to make a modest contribution to Finnish and Scandinavian intellectual history. Much of its content may be thought to be of 'local' relevance only. But considering the position which Kaila held in his country and considering his decisive influence on the development of philosophy in Finland, I hope that this local background will also interest an international circle of readers.

This volume focuses on Time-Correlated Single Photon Counting (TCSPC), a powerful tool allowing luminescence lifetime measurements to be made with high temporal resolution, even on single molecules. Combining spectrum and lifetime provides a “fingerprint” for identifying such molecules in the presence of a background. Used together with confocal detection, this permits single-molecule spectroscopy and microscopy in addition to ensemble measurements, opening up an enormous range of hot life science applications such as fluorescence lifetime imaging (FLIM) and measurement of Förster Resonant Energy Transfer (FRET) for the investigation of protein folding and interaction. Several technology-related chapters present both the basics and current state-of-the-art, in particular of TCSPC electronics, photon detectors and lasers. The remaining chapters cover a broad range of applications and methodologies for experiments and data analysis, including the life sciences, defect centers in diamonds, super-resolution microscopy, and optical tomography. The chapters detailing new options arising from the combination of classic TCSPC and fluorescence lifetime with methods based on intensity fluctuation represent a particularly unique highlight.

The end of the Cold War and the emergence of terrorism; radicalized religion; the proliferation and commoditization of weapons of mass destruction (WMD); and the increased informational and economic power of Arabia, Brazil, China, India, Indonesia, Iran, Russia, and Venezuela, among others, have brought Information Operations (IO) to the forefront of the unified national security strategy. In the past year, IO has matured from an early emphasis on the protection of critical infrastructures and against electronic espionage, and is now more focused on content and on interagency information-sharing. The value of information all information, not only secret information and the value of global monitoring in all languages, 24/7, have been clearly established by the Undersecretary of Defense for Intelligence (USDI). This monograph defines and discusses three IO elements: " Strategic Communication (the message); " Open Source Intelligence (the reality); and, " Joint Information Operations Centers (the technology). In 1984 Desmond O’Connor and David Phillips published their comprehensive book „Time-correlated Single Photon Counting“. At that time time-correlated s- gle photon counting, or TCSPC, was used primarily to record fluorescence decay functions of dye solutions in cuvettes. From the beginning, TCSPC was an am- ingly sensitive and accurate technique with excellent time-resolution. However, acquisition times were relatively slow due to the low repetition rate of the light sources and the limited speed of the electronics of the 70s and early 80s. Moreover, TCSPC was intrinsically one-dimensional, i.e. limited to the recording of the wa- form of a periodic light signal. Even with these limitations, it was a wonderful te- nique. More than 20 years have elapsed, and electronics and laser techniques have made impressive progress. The number of transistors on a single chip has approximately doubled every 18 months, resulting in a more than 1,000-fold increase in compl- ity and speed. The repetition rate and power of pulsed light sources have increased by about the same factor.

Last year we launched Volume 1 of the Reviews in Fluorescence series. The volume was well-received by the fluorescence community, with many e-mails and letters providing valuable feedback, we subsequently thank you all for your continued support. After the volume was published we were most pleased to learn that the volume is to be citable and indexed, appearing on the ISI database. Subsequently, as well as the series having an impact number in due course, individual chapters will appear on the database and be both citable and keyword searchable. We feel that this will be a powerful resource to both authors and readers, further disseminating leading-edge fluorescence based material. Our intention with this new series is to both disseminate and archive the most recent developments in both past and emerging fluorescence based disciplines. While all chapters are invited, we welcome and indeed encourage the fluorescence community to suggest areas of interest that they feel need to be covered by the series. In this new volume.
