State-driven investments in art and cultural production in the states of the Gulf Cooperation Council (GCC) are an important part of the search for longer-term alternatives to the longer-term unsustainability of the hydrocarbon-based economic development model. They also are an element in the search for soft power and status, and intersect with the nation-building project. The long-term planned––and unplanned––effects of such cultural initiatives include a necessary opening up to a future of unexpected and often undesired cultural encounters, whether in the classroom, the art gallery, the sports stadium, or the labor office. As states driven by a desire to raise both their regional and international status, but needing to satisfy their domestic conservative constituencies, their greatest test will be their judicious negotiating of the conflicting sociocultural elements of an increasingly globalized world. This volume offers a comprehensive multi-disciplinary analysis of this complex arena and the state of art and cultural production in these Gulf societies, through original studies on identity formation and an emerging museology; the aesthetics of censorship; the question of authenticity; cultural projects as state-driven soft power efforts; the phenomenon of public art; and artistic engagements with migrant labor communities. The chapters originally published as a special issue in the Journal of Arabian Studies.

This book discusses the unknown and remote urban experiment of modernist social practices and dreams of a better tomorrow. It describes the history of the Warsaw Housing Cooperative not as a historical relic or a single case study, but instead analyses this working-class social housing estate – in itself an extremely interesting emancipatory project – from the perspective of contemporary urban studies. It focuses on issues related to the power of architecture, architects and the estate residents themselves: the city's performative actions, problems related to the polycentric character of the city authorities, the opportunities of building urban institutions, and social identities and urban common goods. Inspired by the history of the Warsaw Housing Cooperative, the book investigates how the estate residents, assisted by social reformers (today called urban activists), organised the urban space of performative democracy, and how they developed anti-capitalist, urban-survival strategies and created new lifestyles. It also analyses how passive tenants turned into active citizens claiming their right to the city. The inspiring book is intended for researchers in the field of performative studies, urban sociologists, critical urban studies researchers, animators of social life and urban activists.

In Zero Comments, internationally renowned media theorist and 'net critic' Geert Lovink revitalizes worn out concepts about the Internet and interrogates the latest hype surrounding blogs and social network sites. In this third volume of his studies into critical Internet culture, following the influential Dark Fiber and My First Recession, Lovink develops a 'general theory of blogging.' He unpacks the ways that blogs exhibit a 'nihilist impulse' to empty out established meaning structures. Blogs, Lovink argues, are bringing about the decay of traditional broadcast media, and they are driven by an in-crowd dynamic in which social ranking is a primary concern. The lowest rung of the new Internet hierarchy are those blogs and sites that receive no user feedback or 'zero comments'. The decision not to launch negotiations in the World Trade Organization (WTO) on three of the Singapore Issues in the so-called July 2004 package provides an opportunity to revisit the knowledge base on which proposals for further international collective action may be drawn. This paper examines the available evidence on public procurement practices in developing countries that could be relevant to further multilateral rule making on state purchasing. Although there is considerable agreement on ends (efficient, non-corrupt, and transparent public purchasing systems), little information is available on means and, in particular, on the effective and replicable strategies that developing countries can adopt to improve their public procurement systems. A concerted effort to substantially add to the knowledge base on public procurement reforms in developing countries, through targeted research and international exchange of information on implemented procurement policies and outcomes, is critical to identifying areas where further binding multilateral disciplines may be beneficial.
